Increases the per-pupil reimbursement cap from $125 to $250 for driver training program costs paid from the driver training account.

Creates student scholarship and grant opportunities administered from the driver training account, not to exceed 10% of annual fund revenue.

Establishes needs-based scholarships for students who successfully complete driver training programs, limited to 10% of the total number of students reimbursed in the prior year.

Authorizes competitive grants to be awarded to school districts that promote program safety, efficacy, and reduce students' out-of-pocket costs.

Maintains existing certification requirements with payments made by the state controller on or before February 15th, June 30th, and September 15th of each year.
