SB 1116 Summary

• Amends Section 23-404, Idaho Code regarding distribution of moneys in the liquor account by modifying appropriation percentages for counties, cities, and the district court fund for fiscal years 2018-2023.

• For fiscal year 2019, reduces county apportionment from 40% to 39.2% with an additional 0.8% decrease annually until reaching 36% in fiscal year 2023; reduces city apportionment from 60% to 57.8% with a 2.2% decrease annually until reaching 49% in fiscal year 2023.

• Establishes a new district court fund allocation beginning in fiscal year 2019 at 3% of remaining liquor account balance, increasing to 6% in fiscal year 2020 and incrementally to 15% in fiscal year 2023.

• Specifies distribution of district court funds with $440,000 allocated equally among all 44 counties, 50% based on county population, and 50% based on misdemeanor and infraction citations issued by city law enforcement.

• Declares an emergency and makes the act retroactively effective to July 1, 2018.
