Amends Idaho Code Section 69-223 to allow negotiable warehouse receipts for agricultural commodities to be issued in electronic form through a system approved by the United States Department of Agriculture.

Electronic receipts must be accessible by the Idaho State Department of Agriculture, with all implementation and related costs borne by the public warehouse, warehouseman, or commodity dealer.

Electronic negotiable warehouse receipts have the same validity and enforceability as nonelectronic receipts, and the terms "written" and "printed" now include electronically created or displayed receipts.

Authorizes the Idaho Department of Agriculture to promulgate rules necessary for implementation and operation of the electronic warehouse receipt system.

Maintains existing penalties for warehousemen who remove commodities without return and cancellation of outstanding receipts: up to 10 years imprisonment, a fine up to $10,000, or both.
