Increases penalties for failing to stop for a school bus with visual signals: first offense minimum $1,200 (previously $100), second offense minimum $400, third offense minimum $600 within 5 years of prior offenses.

Creates the school bus camera fund in the state treasury to receive fines in excess of $100 imposed under this section, with funds appropriated only for installing cameras on school buses to enforce the traffic law.

Directs that if no program is established for administering the school bus camera fund by July 1, 2024, remaining funds shall be distributed pursuant to section 19-4705, Idaho Code.

Maintains existing requirements that drivers must stop before reaching a school bus when visual signals are actuated, with exception for oncoming traffic on highways with more than three lanes.

Preserves existing rules that school bus drivers shall not actuate visual signals in business districts, at traffic-controlled intersections, or in designated loading areas entirely off the roadway.
