Appropriates $110,297,600 to the Department of Health and Welfare's Division of Medicaid for fiscal year 2019 (July 1, 2018 through June 30, 2019), consisting of $2,321,600 for operating expenditures and $107,976,000 for trustee and benefit payments.

Allocates $2,321,600 to Medicaid Administration and Medical Management from Cooperative Welfare General ($580,400) and Federal ($1,741,200) funds.

Allocates $107,976,000 to the Enhanced Medicaid Plan from Cooperative Welfare General ($42,481,800), Idaho Millennium Income ($4,055,200), and Cooperative Welfare Federal ($61,439,000) funds.

Reduces the Enhanced Medicaid Plan appropriation from the Cooperative Welfare (Dedicated) Fund by $56,766,000 for trustee and benefit payments during the same fiscal period.

Declares an emergency, making the act effective upon passage and approval.
