Appropriates $7,650,000 to the Department of Health and Welfare Public Health Services Division for fiscal year 2019, including $7,350,000 for Physical Health Services and $300,000 for Emergency Medical Services from the Cooperative Welfare (Federal) Fund.

Appropriates an additional $1,000,000 to the Foster and Assistance Payments Program from the Cooperative Welfare (Federal) Fund for trustee and benefit payments during fiscal year 2019.

Reduces the Medicaid Administration and Medical Management Program appropriation by $700,000 from the Cooperative Welfare (Federal) Fund for operating expenditures.

Reduces the Health Care Policy Initiatives Program appropriation by $3,475,000 total ($3,100,000 from Cooperative Welfare Federal Fund and $107,800 from Cooperative Welfare General Fund).

Reduces appropriations for the Southwest Idaho Treatment Center Program by $750,000, Self-Reliance Operations Program by $2,000,000, and Public Health Services Division by $1,800,000, all from the Cooperative Welfare (Federal) Fund for fiscal year 2019.
