Appropriates $3,024,400 to the State Appellate Public Defender from the General Fund for fiscal year 2020 (July 1, 2019 through June 30, 2020), consisting of $2,463,600 for personnel costs, $551,500 for operating expenditures, and $9,300 for capital outlay.

Limits the State Appellate Public Defender to no more than 24.00 full-time equivalent positions during the fiscal year 2020 period, unless specifically authorized by the Governor, with the Joint Finance-Appropriations Committee to be notified of any increases.

Designates $207,500 for outside counsel costs in noncapital appeals where a conflict of interest is identified, requiring costs to be separately identified and accounted for from other office expenses.

Designates $94,900 for capital representation costs including expert consultation, travel, depositions, investigation, court reporting, expert witness fees, and outside counsel for conflicts of interest in capital cases.

Provides that any remaining unexpended and unencumbered amounts from the outside counsel and capital representation allocations shall revert to the General Fund.
