Appropriates $745,500 total to the Endowment Fund Investment Board for fiscal year 2020 (July 1, 2019 - June 30, 2020), consisting of $547,000 for personnel costs, $196,500 for operating expenditures, and $2,000 for capital outlay from Miscellaneous Revenue and Endowment Earnings Administrative funds.

Limits the Endowment Fund Investment Board to no more than 4.0 full-time equivalent positions during the fiscal year 2020 period unless specifically authorized by the Governor.

Grants continuous appropriation authority to the Endowment Fund Investment Board for consulting fees, custodial fees, investment manager fees, and other portfolio-related external costs for fiscal year 2020.

Requires the Endowment Fund Investment Board to transfer $80,918,000 from various earnings reserve funds to corresponding income funds, including $51,260,000 from Public School Earnings Reserve Fund, $5,754,000 from Charitable Institutions Earnings Reserve Fund, and $4,360,000 from University Earnings Reserve Fund, among others.
