Appropriates $2,205,100 from the Lava Hot Springs Foundation Fund for fiscal year 2020 (July 1, 2019 through June 30, 2020), allocated as $1,374,400 for personnel costs, $740,700 for operating expenditures, and $90,000 for capital outlay.

Appropriates an additional $300,000 from the Lava Hot Springs Capital Improvement Fund for capital outlay, bringing the total appropriation to $2,505,100.

Authorizes the Lava Hot Springs Foundation to employ no more than 15.80 full-time equivalent positions during the fiscal year, unless additional positions are specifically authorized by the Governor.

Requires the Joint Finance-Appropriations Committee to be notified promptly of any full-time equivalent positions authorized beyond the 15.80 limit.
