Appropriates $6,634,500 to the Public Utilities Commission for fiscal year 2020 (July 1, 2019 through June 30, 2020) from the Indirect Cost Recovery Fund, Public Utilities Commission Fund, and Federal Grant Fund.

Limits the Public Utilities Commission to 49.00 full-time equivalent positions during fiscal year 2020, unless specifically authorized by the Governor.

Increases the annual salary of Public Utilities Commission members from $106,868 to $110,074, effective July 1, 2019.

Reappropriates up to $2,419,300 in unexpended fiscal year 2019 balances for nonrecurring expenditures related to the Chinden Campus relocation during fiscal year 2020.
