Applies existing firearm liability provisions under Idaho Code section 38-107 to any fires caused by exploding targets or incendiary or tracer ammunition.

Exempts shooting ranges with permits or governmental approval from the prohibition, whether located on public or private land.

Defines "exploding target" as a device with flammable substance designed to explode when struck by a bullet, and "incendiary or tracer ammunition" as ammunition designed to ignite upon impact or trace its course with smoke, chemical incandescence, or fire.
