Appropriates $26,505,000 to the Idaho Attorney General for fiscal year 2020 (July 1, 2019 through June 30, 2020) across three programs: State Legal Services ($23,185,500), Internet Crimes Against Children ($2,428,800), and Special Litigation ($890,700).

Authorizes the Attorney General to employ no more than 214.10 full-time equivalent positions during fiscal year 2020, unless specifically authorized by the Governor with prompt notification to the Joint Finance-Appropriations Committee.

Exempts the Attorney General from object and program transfer limitations under Idaho Code Section 67-3511, allowing unlimited transfers between object codes and programs for the appropriated moneys during fiscal year 2020.

Prohibits transfer of legislative appropriations from one fund to another fund unless expressly approved by the Legislature.
