Signature gathering period begins when petitioners receive both the fiscal impact statement from the division of financial management and the official ballot title from the secretary of state, extending 180 days or until April 30 of the election year, whichever is earlier.

Required signatures increase from 6% to 10% of qualified electors at the last general election, and signatures must come from 32 legislative districts instead of 18.
