Appropriates $273,246,600 to the Idaho Department of Correction for fiscal year 2020 (July 1, 2019 through June 30, 2020), distributed across management services, state prisons, county and out-of-state placement, correctional alternative placement, community corrections, substance abuse treatment, and medical services.

Authorizes the Department of Correction to employ no more than 2,021.85 full-time equivalent positions during fiscal year 2020, unless specifically authorized by the Governor.

Reappropriates up to $7,016,000 from the Technology Infrastructure Stabilization Fund for nonrecurring expenditures related to replacing the department's offender management system.

Requires the Department of Correction to submit annual reports to the Legislature by September 1 detailing efforts to replace the offender management system, outcomes achieved, funding needed, and implementation plans.
