Appropriates $72,869,300 to Idaho's Supreme Court and related judicial entities for fiscal year 2020 (July 1, 2019 through June 30, 2020), divided among personnel costs ($50,842,500), operating expenditures ($11,222,100), capital outlay ($3,640,000), and trustee and benefit payments ($7,164,700).

Appropriates funds across multiple judicial divisions including Supreme Court ($10,236,100), Court of Appeals ($2,297,600), District Courts ($31,298,700), Magistrate Division ($19,335,900), Water Adjudication ($925,000), and Community-Based Substance Abuse Treatment Services ($6,284,100).

Exempts the Supreme Court from Idaho Code Section 67-3511(1), (2), and (3) restrictions, allowing unlimited transfers between object codes and programs for all appropriated moneys during the fiscal year, except transfers between different funds require express legislative approval.

Requires uncommitted General Fund amounts appropriated for retirement contributions to the Judges' Retirement Fund to be transferred monthly into operating expenditures and then paid into the Judges' Retirement Fund.
