Appropriates $21,625,700 total to the State Board of Education and Board of Regents of the University of Idaho for health education programs from July 1, 2019 through June 30, 2020, including veterinary education ($2,159,900), medical education programs ($6,834,000), dental education ($1,899,600), and various medical residency programs.

Authorizes full-time equivalent positions for each program, including 13.72 FTE for WWAMI Medical Education, 13.30 FTE for Family Medicine Residencies, 6.38 FTE for WIMU Veterinary Education, and 3.25 FTE for Idaho Dental Education Program.

Exempts the appropriated funds from object transfer limitations under Idaho Code Section 67-3511, allowing unlimited transfers between object codes for dedicated funds while prohibiting transfers between different fund types without legislative approval.

Reappropriates unexpended and unencumbered balances from fiscal year 2019 dedicated funds for nonrecurring expenditures during fiscal year 2020.

Allows the Division of Financial Management to approve dedicated fund expenditures for student tuition and fees during fiscal years 2019 and 2020 through a noncognizable process, with adjustments to be reflected in subsequent budget requests.
