Appropriates $6,159,100 to the Idaho State Lottery for fiscal year 2020 (July 1, 2019 through June 30, 2020), with $3,458,100 for personnel costs, $2,579,500 for operating expenditures, and $121,500 for capital outlay.

Authorizes the Idaho State Lottery no more than 45 full-time equivalent positions during the fiscal year 2020 period, unless additional positions are authorized by the Governor with prompt notification to the Joint Finance-Appropriations Committee.

Establishes continuous appropriation authority for amounts needed to pay lottery prizes, retailer commissions, advertising and promotional costs, and gaming supplier vendor fees based on sales in accordance with Idaho Code Section 67-7428.
