Authorizes no more than 398.80 full-time equivalent positions for the Military Division during the appropriation period, with the Joint Finance-Appropriations Committee to be notified of any Governor-authorized increases

Grants continuous appropriation authority to the Military Division's Idaho Office of Emergency Management Miscellaneous Revenue Fund to cover costs arising from hazardous substance incidents during the fiscal year
