Appropriates $2,830,539,400 to the Department of Health and Welfare's Medicaid Division for fiscal year 2020 (July 1, 2019 through June 30, 2020), distributed across five programs: Medicaid Administration and Medical Management, Coordinated Medicaid Plan, Enhanced Medicaid Plan, Basic Medicaid Plan, and Expansion Medicaid Plan.

Authorizes a maximum of 216.00 full-time equivalent positions for the Medicaid Administration and Medical Management Program during fiscal year 2020, with the Joint Finance-Appropriations Committee to be notified of any increases authorized by the Governor.

Requires monthly Medicaid tracking reports comparing appropriations to actual and forecasted expenditures, and permits transfers of trustee and benefit payments funding in excess of 10% among the five Medicaid programs.

Allocates $200,000 specifically to improve the Non-Emergency Medical Transportation (NEMT) program through an outside audit, stakeholder-developed training program, and contract evaluations, with reports due December 1, 2019 and June 1, 2020.

Requires the Department of Health and Welfare to implement cost-sharing for Medicaid-eligible services for children whose families' gross income exceeds 185% but does not exceed 300% of the federal poverty limit, as permitted under federal law.
