Appropriates $2,389,500 to the Division of Human Resources for fiscal year 2020, including $1,593,000 for personnel costs, $782,000 for operating expenditures, and $14,500 for capital outlay.

Authorizes the Division of Human Resources to employ no more than 16.00 full-time equivalent positions during the fiscal year 2020 period, unless specifically authorized by the Governor.

Directs the Division of Human Resources to use excess reserves to provide six premium holidays for state agencies in fiscal year 2020.

Requires the Division of Human Resources to shift the salary structure upward by 3 percent effective July 1, 2019, with the exception of the minimum wage of $7.25 per hour at pay grade D.

Mandates state agencies increase ongoing annual salaries of permanent state employees by no less than $550 effective by July 1, 2019, with remaining appropriated amounts distributed based on merit at the discretion of agency heads and institution presidents.
