Appropriates $107,579,800 to the Department of Health and Welfare for Mental Health Services ($51,173,700), Psychiatric Hospitalization ($38,944,100), and Substance Abuse Treatment and Prevention ($17,462,000) for fiscal year 2020 (July 1, 2019 - June 30, 2020).

Authorizes full-time equivalent positions: Adult Mental Health (210.56), Children's Mental Health (97.67), State Hospital North (107.10), State Hospital South (286.25), and Substance Abuse Treatment and Prevention (16.00).

Restricts transfer of Cooperative Welfare (General) Fund appropriations between Mental Health Services and Psychiatric Hospitalization divisions to require legislative approval for transfers to other departments or programs.

Requires the Department of Health and Welfare to pay for education of school-age children in its custody placed in licensed residential treatment facilities with nonpublic accredited schools when determined to be in the child's best interest.

Directs Children's Mental Health Program to make a $327,000 interagency payment to the Department of Juvenile Corrections for contract clinician services at juvenile detention facilities and requires community crisis centers to submit non-state funding plans to the Legislature.
