Appropriates $165,843,600 to the Department of Health and Welfare Welfare Division for fiscal year 2020 (July 1, 2019 through June 30, 2020) across Self-Reliance Operations ($69,038,800) and Benefit Payments ($96,804,800).

Authorizes the Welfare Division a maximum of 618.50 full-time equivalent positions during fiscal year 2020, with any increases requiring specific Governor authorization and Joint Finance-Appropriations Committee notification.

Prohibits transfers of funds appropriated in the trustee and benefit payments expense class to other expense classes during fiscal year 2020.

Requires the Welfare Division to provide only those services authorized or mandated by law, limited to the extent of appropriated funding and available resources for each program.

Requires biannual forecast reports to the Legislative Services Office and Division of Financial Management by December 31, 2019 and June 30, 2020, including monthly caseload details for TANF, Child Care, Medicaid, APTC, Aid to the Aged/Blind/Disabled, Food Stamps, and Child Support programs.
