Amends Idaho Code Section 73-116 to establish that in liability insurance policy actions, Idaho courts shall apply the U.S. Constitution, Idaho Constitution, Idaho statutes and rules, and Idaho common law and case law precedent.

Explicitly declares that the American Law Institute's "Restatement of the Law, Liability Insurance" is not a source of Idaho law and shall not be recognized as an authoritative reference for Idaho's liability insurance law.

Retains existing provision that English common law applies in Idaho courts for cases not provided for in compiled Idaho laws, so far as it is not repugnant to or inconsistent with U.S. or Idaho law.
