Amends pari-mutuel betting regulations for horse racing licensees, changing the period for license transfers from five years to three years for simulcast/televised race licenses moving to new counties.

Revises advance deposit wagering distribution effective January 1, 2023 to allocate source market fees as: 40% to purses, 30% to simulcast sites, 5% to track distribution fund, 5% to breed distribution fund, 10% to Idaho state racing commission, 5% to public school income fund, and 10% for track operating expenses.

Creates live horse race purse distribution fund requiring licensees operating simulcast/televised races in different counties to pay minimum 1% of gross daily receipts for distribution to live racetracks running fewer than 15 live race days.

Modifies breed distribution account language to reference "races run" instead of "handle generated" for payment allocation to horse breed representatives.

Declares the act an emergency measure effective upon passage and approval.
