Prohibits use of exploding targets on public lands during the closed season for fires as defined in Idaho Code section 38-115

Establishes violation as a misdemeanor with court discretion to order community service for fire remediation efforts caused by the violation

Applies existing Idaho Code section 38-107 fire liability provisions to any fire caused by an exploding target

Defines "exploding target" as a device designed for use as a target consisting of substances capable of exploding or igniting when struck by a bullet or projectile

Exempts exploding targets used on shooting ranges with a permit or governmental approval, whether on public or private land
