Appropriates $124,331,400 to the Department of Health and Welfare's Public Health Services Division for fiscal year 2020 (July 1, 2019 - June 30, 2020) across four programs: Physical Health Services ($105,798,700), Emergency Medical Services ($12,036,600), Laboratory Services ($4,952,400), and Suicide Prevention and Awareness ($1,543,700).

Authorizes maximum full-time equivalent positions of 150.18 for Physical Health Services, 42.84 for Emergency Medical Services, 39.00 for Laboratory Services, and 4.00 for Suicide Prevention and Awareness.

Prohibits transfer of trustee and benefit payments appropriations to other expense classes during fiscal year 2020.

Requires the Department of Health and Welfare to provide mandated services only to the extent of appropriated funding and available resources.

Transfers $640,000 from the Cooperative Welfare (General) Fund to the Rural Physician Incentive Fund and requires reporting to the Legislative Services Office on the use of these transferred funds by December 31, 2019.
