Appropriates $118,793,500 to the Department of Health and Welfare for three divisions (Child Welfare, Services for the Developmentally Disabled, and Service Integration) for fiscal year 2020 (July 1, 2019 through June 30, 2020).

Authorizes maximum full-time equivalent positions: Child Welfare (403.80), Community Developmental Disability Services (181.96), Southwest Idaho Treatment Center (123.75), and Service Integration (35.00).

Designates the Department of Health and Welfare as responsible for educational needs of school-age children in state custody, including paying for education at licensed residential treatment facilities when in the child's best interest.

Requires a minimum of $42,000 in federal Child Abuse Protection Treatment Act (CAPTA) funds to be distributed to Public Health Districts annually, with funds divided equally among the seven districts for Citizen Review Panels.

Mandates Head Start Program appropriations from federal Temporary Assistance for Needy Families funds be maintained at no less than fiscal year 2007 levels.
