Appropriates $626,500 from the Idaho Millennium Income Fund to the State Treasurer for distribution to Recovery Idaho during fiscal year 2020 (July 1, 2019 through June 30, 2020) to operate community recovery centers, contingent on Recovery Idaho signing a required state agreement.

Appropriates $106,000 from the Idaho Millennium Income Fund to the Office of Drug Policy for fiscal year 2020 to establish a vaping awareness and prevention program.

Requires any unexpended and unencumbered balance of appropriated funds from the Idaho Millennium Income Fund to revert to the fund by June 30, 2020.

Allows any remaining unexpended and unencumbered balance of moneys in the Idaho Millennium Income Fund to remain in the fund at the end of fiscal year 2019, notwithstanding prior law provisions.

Declares an emergency for Section 4, making it effective upon passage and approval.
