Appropriates $32,025,000 to the State Board of Education and Board of Regents of the University of Idaho for Special Programs for fiscal year 2020 (July 1, 2019 through June 30, 2020) across six programs including Forest Utilization Research, Geological Survey, Scholarships and Grants, Museum of Natural History, Small Business Development Centers, and TechHelp.

Authorizes specific full-time equivalent (FTE) positions for each program, including 12.68 FTE for Forest Utilization Research, 12.28 FTE for Geological Survey, 1.35 FTE for Scholarships and Grants, 8.20 FTE for Museum of Natural History, 8.83 FTE for Small Business Development Centers, and 3.25 FTE for TechHelp.

Transfers any unexpended and unencumbered moneys from the General Fund appropriated to the Scholarship and Grants Program for fiscal year 2019 to the Opportunity Scholarship Program Account.

Designates appropriated moneys from the Opportunity Scholarship Program Account for awarding Opportunity Scholarships in fiscal year 2020.

Requires the State Board of Education to report to the Joint Finance-Appropriations Committee by January 10, 2020, on the Opportunity Scholarship Program Account balance and estimated obligations for fiscal year 2021.
