Appropriates $23,743,300 to the Department of Administration for fiscal year 2020 (July 1, 2019 through June 30, 2020), distributed across Management Services, Public Works, Purchasing, and Insurance Management divisions.

Authorizes the Department of Administration a maximum of 121 full-time equivalent positions during fiscal year 2020, unless specifically authorized by the Governor.

Directs the State Controller to transfer $1,737,500 from the Permanent Building Fund to the Administrative and Accounting Services Fund on July 1, 2019 for Public Officials' Capitol Mall Facilities payment.

Requires the Office of Group Insurance to maintain current health insurance plan structure and benefit package for state employees, with employer and employee cost-sharing split as recommended by the Governor and Legislature's Joint Change in Employee Compensation Committee.

Directs the Department of Administration to develop requests for proposals for state employee group insurance and benefits and report progress to germane legislative committees by January 15, 2020.
