Replaces the support unit-based funding system with student-based foundation funding, calculated by dividing total foundation moneys by estimated total statewide weighted student enrollment count to determine annual foundation amount per student.

Establishes a three-year transition period (2020-2023) with a hold harmless provision guaranteeing each local education agency (LEA) receives at least 2% annual funding increases, capped at 7.5% maximum increase per enrolled student.

Creates weighted student enrollment counts for economically disadvantaged students (10%), English language learners (10%), gifted and talented students (2%), and special education students (10%), with weights subject to increase up to 25% pending appropriation.

Adds grade-level weights (10% for K-3 and grades 9-12), remote school weights, and small LEA weights to adjust funding based on school characteristics and operational costs.

Provides special programs support including transportation, border district allowance, exceptional child contracts, bond levy equalization, school safety allocations ($15 per student), advanced opportunities, and career technical education funding.
