Appropriates $45,169,000 to the Idaho Department of Agriculture for fiscal year 2020 (July 1, 2019 through June 30, 2020), distributed across eight divisions including Administration, Animal Industries, Agricultural Resources, Plant Industries, Agricultural Inspections, Market Development, Animal Damage Control, and Sheep and Goat Health Board.

Authorizes the Department of Agriculture no more than 220.00 full-time equivalent positions during the fiscal year 2020 period, unless specifically authorized by the Governor, with the Joint Finance-Appropriations Committee to be notified of any increased positions.

Directs the Department to maximize funding for the Watercraft Inspection Program to prevent the spread of zebra mussels, quagga mussels, and other aquatic invasive species into Idaho waters using roving inspection stations, expanded holiday coverage, and extra holiday weekend staffing.

Requires the Department to gather data on watercraft bypassing inspection stations and nighttime transport across Idaho borders, seek federal funding to enhance invasive species detection, and report findings to legislative committees during the 2020 legislative session.
