Appropriates $70,351,900 from the Permanent Building Fund to the Department of Administration Division of Public Works for fiscal year 2020 ($68,447,100 for capital outlay and $1,904,800 for operating expenditures).

Allocates $39,017,100 for maintenance projects including alteration and repair ($35,957,100), asbestos abatement ($500,000), Americans with Disabilities Act compliance ($1,300,000), Capitol Mall maintenance ($260,000), and Chinden facilities maintenance ($1,000,000).

Allocates $31,334,800 for capital projects including Department of Agriculture Pathology Lab ($8,000,000), Department of Correction North Idaho Reentry Center ($12,200,000), Department of Correction St. Anthony Facility Expansion ($7,400,000), and other infrastructure projects.

Transfers $21,504,800 from the General Fund to the Permanent Building Fund on July 1, 2019.

Allows appropriated funds to be used for matching federal and private donations, and permits the Division of Public Works to reallocate project savings to other funded projects with Permanent Building Fund Advisory Council approval.
