Appropriates $70,397,600 to the Department of Health and Welfare for fiscal year 2020 (July 1, 2019 - June 30, 2020) across four divisions: Independent Councils, Indirect Support Services, Health Care Policy Initiatives, and Licensing and Certification.

Authorizes full-time equivalent positions for each program, including 300.60 positions for Indirect Support Services, 71.90 for Licensing and Certification, 6.00 for Developmental Disabilities Council, 4.00 for Domestic Violence Council, and 2.00 for Health Care Policy Initiatives.

Requires monthly Medicaid tracking reports comparing appropriations to actual expenditures, biannual reports on Medicaid Program Integrity Unit collections, and three program transfer reports detailing FTP and appropriation transfers between budget units.

Mandates monthly vacancy reports comparing filled to authorized positions for each budgeted program and biannual facility licensing and certification reports addressing staffing retention issues and facility inspection backlogs.

Directs Health Care Policy Initiatives Program to report on development of a health care payment reform plan with defined goals, outcomes, and measurable results by October 1, 2019.
