Revises the Highway Distribution Account apportionment percentages across fiscal years 2021-2025, with allocations changing annually for local units of government, the state highway account, and the law enforcement account.

Gradually increases allocations to local units of government from 38% (FY 2021) to 40% (FY 2025 and thereafter), while increasing state highway account allocations from 57% (FY 2021) to 60% (FY 2025 and thereafter).

Phases out allocations to the law enforcement account from 5% (FY 2021) to zero dollars beginning in FY 2025, redirecting those funds to local governments and the state highway account.

Allocates 40% of new revenues from registration fee increases and electric/hybrid vehicle fees to local units of government, with 60% directed to the state highway account.

Requires the state controller to distribute apportioned moneys to local units of government quarterly (January 25, April 25, July 25, and October 25 of each year) and invests idle moneys from highway accounts with interest returns to the respective accounts.
