Appropriates $93,815,900 to the Department of Labor for fiscal year 2020 (July 1, 2019 through June 30, 2020) across five programs: Unemployment Insurance Administration, Employment Services, Wage and Hour, Human Rights Commission, and Serve Idaho.

Authorizes the Department of Labor to employ no more than 681.58 full-time equivalent positions during the fiscal year, with any increases requiring Governor approval and Joint Finance-Appropriations Committee notification.

Requires the Department of Labor to submit a report to the Joint Finance-Appropriations Committee by July 1, 2019 regarding the plan for implementing the JOBCorps Pilot Project.

Mandates the department provide a presentation at the 2019 fall meeting of the Joint Finance-Appropriations Committee detailing student enrollment numbers and updates to the JOBCorps Pilot Project.

Prohibits the use of General Fund moneys for the implementation of the JOBCorps Pilot Project.
