Establishes work requirements for Medicaid participants with exemptions for persons under 19, over 59, pregnant, disabled, caregivers, students, and those in treatment or unemployment programs.

Prohibits implementation of waivers that would reduce federal financial participation below 90% and requires legislative review if federal funding reductions occur.

Directs placement of Medicaid expansion participants in managed care programs and establishes a task force to study the expansion's impact on county and state indigent assistance obligations.
