Transfer $3,890,700 from the General Fund to the Permanent Building Fund as soon as practicable.

Appropriate $3,890,700 from the Permanent Building Fund to the Department of Administration Division of Public Works for July 1, 2018 through June 30, 2019 for state capitol renovation.

Require the Division of Public Works to notify the State Controller of any unexpended and unencumbered moneys upon project completion, with such moneys transferred back to the General Fund.

Exempt the appropriated amount from object transfer limitations under Idaho Code Section 67-3511(1) and (3), allowing unlimited transfers between object codes.

Declare an emergency, making the act effective upon passage and approval.
