Authorizes the Legislative Council to appoint a committee to study Idaho's methodology for funding public school construction and maintenance and identify inadequacies in the current funding system.

Legislative Council determines the number of legislators and membership from each house on the committee, with authority to include input from interested and affected parties outside the Legislature.

Nonlegislative committee members may be appointed by the committee cochairs but shall not receive reimbursement from legislative funds for per diem, mileage, or other expenses.

Legislative Services Office shall provide staff support to the committee.

Committee shall report its findings, recommendations, and any proposed legislation to the Second Regular Session of the Sixty-fifth Idaho Legislature.
