Requests the Joint Legislative Oversight Committee direct the Office of Performance Evaluations to manage an independent evaluation of implementing a countywide approach to local highway administration statewide.

Evaluation must be conducted by an out-of-state consultant without current contractual relationships with Idaho political subdivisions, local highway jurisdictions, Idaho Transportation Department, or LHTAC.

Evaluation shall analyze whether cost-efficiencies and public safety improvements could result from consolidating local highway jurisdictions into countywide highway districts.

Evaluation must examine LHTAC's current role in local highway administration and whether a countywide system should enhance or minimize its future role.

Requires the Joint Legislative Oversight Committee to submit a report with findings and action-item recommendations to the Legislature by the First Regular Session of the Sixty-sixth Idaho Legislature (2020).
