Authorizes the Legislative Council to appoint a committee to study the effects of Medicaid eligibility expansion on existing programs serving medically indigent individuals, following Idaho voters' passage of Proposition 2 on November 6, 2018, which expanded Medicaid to persons with modified adjusted gross income at or below 133% of the federal poverty level.

Directs the committee to examine impacts on the county medically indigent program and catastrophic health care costs program, identify options to reduce or eliminate these programs, and calculate savings to counties and the state.

Requires the committee to develop an equitable method for assessing counties for their share of state funding for Medicaid expansion and an effective collection mechanism for these assessments.

Mandates the Idaho Association of Counties appoint a nonvoting representative to the committee, and allows other nonlegislative members to be appointed by committee cochairs without receiving legislative reimbursement.

Requires the committee to report findings, recommendations, and any proposed legislation to the Second Regular Session of the Sixty-fifth Idaho Legislature.
