Urges Congress to propose the Regulation Freedom Amendment to the United States Constitution to limit federal regulatory authority and protect constitutional liberties under the First, Second, Fourth, and Fifth Amendments

Proposes that when one-quarter of members of the U.S. House or Senate declare opposition to a proposed federal regulation in writing to the President, a majority vote of both chambers would be required to adopt that regulation

Cites the need for federal regulators to be more accountable to elected representatives and notes that a constitutional amendment cannot be repealed or waived by future Congresses and Presidents, unlike statutory laws such as the REINS Act

Directs the Idaho Senate Secretary to send copies of this memorial to the President of the Senate, Speaker of the House, and Idaho's congressional delegation
