Urges the states of Utah and Idaho to collaborate in addressing challenges at Bear Lake, including recreation and economic development, water quality, invasive species, lake bed management, and irrigation water storage functions.

Establishes that Bear Lake spans the Utah-Idaho border with 110 square miles of surface area and has been used since approximately 1912 to store up to 1,400,000 acre-feet of water for irrigation of approximately 150,000 acres of agricultural land.

Identifies Bear Lake as the second largest natural freshwater lake in both Utah and Idaho, one of the five oldest lakes in the world at least 250,000 years old, and home to four endemic fish species and the largest genetically pure population of Bonneville cutthroat trout in existence.

Requests that Utah and Idaho develop joint expectations for Bear Lake's continued health, beauty, and enjoyment, and encourage stakeholder participation in developing recommendations to protect beneficial uses and preserve the lake for future generations.

Directs the Idaho Senate Secretary to forward copies of this memorial to the governors and legislatures of both Utah and Idaho.
