Proposes an amendment to Idaho Constitution Section 22, Article I, to expand and clarify crime victims' rights in criminal justice proceedings.

Establishes 11 specific rights for crime victims including fair treatment, timely case disposition, notification of proceedings, presence at open proceedings, right to be heard, restitution, and protection from the accused.

Defines "crime victim" as an individual suffering direct or threatened physical, financial, or emotional harm from a crime or juvenile offense, excluding the accused and persons not acting in a victim's best interests.

Allows crime victims, their attorneys, or government representatives to assert and seek enforcement of enumerated rights, which must be acted upon promptly.

Clarifies that victims' rights do not supersede defendants' federal constitutional rights, create independent party status at trial, or provide grounds for case dismissal or monetary damages against government entities.
