Proposes amendment to Idaho Constitution Section 22, Article I to expand crime victim rights in the criminal justice system.

Adds new victim protections including the right to reasonable and timely notification of open criminal justice proceedings, the right to be present at all open proceedings, and the right to be heard at sentencing, parole, and post-conviction relief proceedings.

Defines "crime victim" as an individual suffering direct or threatened physical, financial, or emotional harm from a crime or juvenile offense, excluding the accused and persons not acting in the victim's best interest.

Clarifies that victim rights do not supersede an accused's federal constitutional rights, create independent party status for victims at trial, or provide grounds to dismiss cases or overturn convictions.

Directs the Legislative Council to prepare required statements and the Secretary of State to publish the amendment for voter consideration at the next general election.
