Prohibits local authorities from adopting ordinances that ban or restrict handheld wireless device use while driving, effective July 1, 2020.

Voids any local regulations, resolutions, or ordinances restricting handheld wireless device use that were implemented prior to July 1, 2020.

Defines "distracted driving" as operating a moving or idling motor vehicle while engaging in non-driving activities that interfere with safe operation and endanger pedestrians or other road users, including handheld device use, grooming, or consuming food.

Establishes distracted driving as an infraction without violation points or impact on motor vehicle insurance rates.

Maintains exemption for voice-operated and hands-free devices that allow review, preparation, and transmission of text messages without hand use except to activate or deactivate features.
