Repeals existing Section 54-4709 and replaces it with a new endorsement licensure provision allowing applicants licensed or registered in other U.S. states, territories, or jurisdictions with substantially equivalent requirements to obtain Idaho acupuncture licensure upon payment of required fees.

Adds two new grounds for license suspension or revocation: prior license discipline by another state, territory, or jurisdiction; or revocation or suspension of a license or certification in a related field in Idaho or another jurisdiction.

Makes technical correction to Section 54-4711 by changing "crime involving moral turpitude" to clarify it must reflect on the qualifications, functions, or duties of an acupuncturist.

Establishes grounds for board refusal to issue or renew licenses and suspension or revocation of acupuncture licenses for felony convictions, fraud, substandard practice, client confidentiality breaches, client abuse or exploitation, and failure to comply with board orders.
