Amends Idaho Code Section 37-2705 to revise the list of Schedule I controlled substances by adding new opiates, including fentanyl analogs such as acetyl fentanyl, acryl fentanyl, cyclopentyl fentanyl, and cyclopropyl fentanyl.

Adds a broad definition of "fentanyl-related substances" to capture any substance structurally related to fentanyl by modifications to the phenethyl group, piperidine ring, aniline ring, or N-propionyl group, even if not specifically listed.

Adds specific synthetic cannabinoids and cathinones to Schedule I, including compounds such as 5F-AB-PINACA, N-ethylpentylone, and alpha-pyrrolidinohexanophenone.

Includes several stimulants and synthetic drugs previously not enumerated, such as N-ethylhexedrone and 4-methyl-alpha-ethylaminopentiophenone.

Maintains existing Schedule I listings for opiates, opium derivatives, hallucinogenic substances, depressants, and other controlled substances while adding new entries to keep pace with emerging designer drugs.
