Creates the Criminal Justice Integrated Data System within the office of the state controller to receive, store, secure, and maintain criminal justice data from local, state, federal, and nongovernmental entities.

Establishes a Data Oversight Council comprised of representatives from the governor, Idaho Supreme Court, attorney general, state controller, department of correction, commission of pardons and parole, department of juvenile corrections, department of health and welfare, Idaho state police, office of information technology services, and state department of education; council members serve without additional compensation.

Requires all requests for projects, reports, and data analyses from the system to be approved by the Data Oversight Council, which may deny requests determined to be unduly burdensome, voluminous, or cost-prohibitive.

Exempts records and data collected by the Criminal Justice Integrated Data System from public disclosure under Idaho Code section 74-105(19), with compliance required to applicable state and federal privacy laws; approved projects, reports, and data analyses may be released.

Grants immunity from liability to the state controller, Data Oversight Council members, and all contributing agencies for any invasion of privacy or use of records generated by the system; policies and memorandums of understanding cannot take effect until September 1, 2020.
