Amends Idaho Code Section 23-944 to clarify exceptions allowing persons under 21 years of age to enter premises where alcoholic beverages are served or sold

Permits minors to enter restaurants, railroad cars, and commercial airplanes that serve alcohol without restriction

Allows minors to attend lawful activities, shows, exhibitions, performances, or events at baseball parks, sports arenas, convention centers, multipurpose arenas, plazas, theaters, and fairgrounds where alcohol is sold, provided they do not violate Section 23-949

Permits minors to enter licensed breweries, wineries, winery-owned wine retailers selling exclusively that winery's products, and locations with valid alcohol beverage catering permits

Allows minors in movie theaters licensed to sell beer or wine that held valid licenses on January 1, 2006, or theaters built before January 1, 1950 and listed on the National Register of Historic Places, provided no obscene or indecent material is shown
